Black Crown (黒梢, Kurokozue; Literally "dark treetop") is a global militant terrorist organization motivated by the beliefs of Kurozome. It operates as a network comprising both a multinational, stateless army and a radical Kurozome movement calling for the return of the One and a strict interpretation of Kurozome's missions. In its modern form, it is believed to have been founded some time after the Fourth Shinobi World War, though by who is unknown.

Black Crown has launched assaults in all major shinobi countries as well as a lot of their minor neighbors, targeting both civilians and military. Their targets include non-believers but also Kurozome followers who identify themselves as "kyūkonoshita" (休木の下, resting under the tree) and prefer to co-exist with shinobi. Black Crown most disruptive actions included its involvement in the Iwagakure Rebellion and its attack on the Kage Summit, which lead to the destruction of Otogakure. Kurozome's operations include actions that were controlled from the top-down, whoever that may be, to actions by franchise associated groups, to actions of lone wolf operators.

The Oracle[]

The Oracle (託宣, Takusen) is one of the founding concepts of Kurozome. Originally, it was a metaphor for the hope and beliefs within all Kurozome followers that one day the world would be restored to its original balance. The Oracle was something that dwelled within each and every human, gave them strength to suffer the hardships of the current reality in the knowledge that one day it will change for the better. People were told to always follow 'the Oracle', to always rely on this belief no matter what you may encounter, to never give up hope.

Within Black Crown however, the concept of the Oracle is interpreted literally and its members believe that there is an actual Oracle somewhere in the world of Shinobi that receives mystical and esoteric instructions from the beyond in order to lead the organization to its purpose. Not only do they believe she exists, Black Crown claims to have already located the Oracle. She is kept in a secure and secret location, guarded by the innermost circle of Black Crown, commonly known as the Shadow Soil (陰の土壌, In no Dojō). No one knows the identities of these members, not even Stone or Koyane, the Eastern and Western Blossom respectively, who receive their orders from them. The Shadow Soil protects the Oracle, records all of her prophecies and then concertizes these into goals and missions which they pass down to the rest of Black Crown.
