200 years ago, Queen Kisho II was the richest queen ever to live in the Land of Weather and reigned the country for fifty years. Her mother, Kisho was the former queen of the land but was killed in a desease that is yet unknown to shinobi today.

She was the one who gave orders to the two clans at war, the Riko clan and the Gufu clan. She was given the right to decide what the new hidden village would be named after. Her decision was made and her quote was as follows...

A clan shall win and be its honor thee see in the name.

The country depended on her about the idea that the best clan is whome the village would be named after, either the Riko no sato or Gufugakure no sato. This put the two clans at war unexpectedly. Kisho II was blamed for this and was given a last chance in the name of the law. Her next idea was thought to have be a alliance treaty which the two clans would sign the treaty. The clans later became allies but the competition was still remembered and the treaty was broken. Shiro had no choice but to kill Sanrei Riko and would later blame Queen Kisho II for this once he became the First Kishokage and so was arrested under the law of Gufugakure.
