There are many types of barriers that magic is capable of creating, but rune barriers are perhaps the most useful on top of being the most dangerous. These barriers are created by making a type of encoded writing out of magic, and then implanting them on a rune-type barrier. This writing comes in the form of rules, set by the caster, and these rules must be followed, weather with or without the consent of the people in the barrier.
An example would be, the person who uses water techniques within this barrier will be deprived of magic and or chakra.
This would imply that if the person inside the barrier were t cast a water spell or jutsu, they would not be able to do any jutsu or magic while the barrier was in effect.
These barriers are very tricky, because they also affect the caster, and these can be dangerous if used recklessy.
