Soft-spoken, despite owning a deep voice, Seijun's most defined trait is being maddeningly polite. Seijun uses many old-fashioned suffixes, such as "-ue" and "-dono." He's very slow to anger, but terrifying when his rage peaks. Seijun rarely loses his composure, and always maintains a calm exterior. Seijun absolutely disdains killing and needless violence, but he will not think twice about killing or maiming an enemy. He has a sadistic side that comes out only when he has been angered. Seijun hides his feelings from his peers and subordinates, but he is surprisingly open when alone with M.E.W. 2, Yoruichi, Kimimaro, or Kabuto.

Biography

Seijun has little recollection of his life before meeting Miyamoto. He only remembers his father killing his mother and then himself, orphaning the young boy. Seijun was raised by an elderly man named Miyamoto in the Land of Rice. Miyamoto is part of the reason Seijun is what he is. Seijun learned swordsmanship, stealth, and etiquette from the old man. It was from Miyamoto whom Seijun received Tsuki-Neji. At age 15, Seijun chose the name "Tora Kage", as he did not remember his old name. Seijun met Kabuto Yakushi when he was 17, and joined Otogakure, becoming Orochimaru's apprentice. He forged a bond with Kimimaro Kaguya, and became one of Orochimaru's most loyal fighters, as well as one of the most skilled.

Seijun and Kimimaro were teamed up with Keiru to form the Anaconda Trio. Tora and Keiru were commanded to kill Anko Mitarashi, but after a long battle, Seijun spared her life, as well as Shujitori Kuramitsu's, after seeing the strong loyalty the boy held for his sensei. After this battle, Seijun had decided to stay in Konohakgakure, telling Keiru he was searching for something. This was eventually found to be Maya Natsume. Seijun recruited Maya, taking her as an apprentice.

Seijun then partook in the attack on Susugakure, during which he kidnapped Anko. Oddly enough, he formed an awkward friendship with her. Seijun decided to release her, and gathered a squad to escort her out of Oto's borders. They were drawn into battle with a man resembling Minato Namikaze, Haruka Unohana, and Anko's Genin team when they attempted to release her. While conflict was attempted to be avoided, Ryuu Kazan charged headlong into battle after seeing his longtime rival, Keiru, triggering the bout. Seijun battled Shuji, and was scarred in the battle by one of Shujitori's Raptor Drops. In a fit of rage, Seijun nearly killed Shujitori, though he stopped at the last moment, not wanting to potentially ruin the friendship he gained with Anko. The Leaf Ninja escaped with Anko, all mostly unharmed.

Seijun confessed to having romantic feelings for Yoruichi Anguneko, a fellow Oto-nin, who, to his delight, felt the same way. They had little time for romance, however, as Kisame's squad infiltrated Otogakure. Seijun captured Omori Momochi, but let Ryuumi and Rei escape. Seijun had a confrontation with Omori, and after being insulted by him, defeated the descendant of Zabuza. He fought against a revived Zaku Abumi and Kin Tsuchi, who both wanted revenge against their former master. He was knocked unconscious, but Zaku was as well, leaving the match as a bit of a stalemate.

Seijun awoke, blinded. Without waiting to properly rest, Seijun gathered a small group and traveled to Konohagakure, intending to share something with Anko. This plan was derailed, as he arrived the day of the death of Asuma Sarutobi had been discovered in Konoha. Seijun, by complete chance, encountered his old sensei, Miyamoto, by the Hero's Stone. Seijun was driven to attack the man for whatever reason. He was easily defeated by the powerful swordsmaster. His nodachi was shattered, but he seemed to have found some peace in himself, mostly due to Yoruichi's support for him during the fight.

Seijun and Yoruichi left early, passing by the shrine of Tsukuyomi. Seijun cleared the trials, and was given Tsukuyomi's sword, Wangetsu-tsuki, to replace his lost nodachi. Seijun traveled to Susugakure, where his master, Orochimaru, waited for him.

Unique Weaponry and Equipment

Tsuki-Neji

Seijun's primary weapon of choice is the Tsuki-Neji, a living, seven-chained weapon with spearheads for tips and crescent-shaped blades that extend along its lengths. Each chain is approximately 15 meters long. This length is variable when a jutsu is used. It is wrapped around Seijun's right arm.

Abilities: Tsuki-Neji may multiply itself (via jutsu) and is sentient. It can react when Tora cannot (i.e, when he's KOed) and defends him from attacks he can't block on his own. Tsuki-Neji has a venom on its chains that block the chakra flow of the struck limb, though only temporarily. The minor blades can detach and fly/attack on their own.

If Seijun and Tsuki-Neji are separated, Tsuki-Neji will make its way back to Seijun.

With the seventh and final chain finally manifested, Seijun and Tsuki-Neji have developed an even greater link. Tsuki-Neji is now able to communicate with real words to eijun, rather than just impressions and feelings.

Seijun now has access to a radial perception of his environment, allowing him to detect whatever his ears and other senses do not.

The extra chain also ups the scale of Seijun's techniques.

Ability requirement or need: A strong mind (to cope with dual personality) and if you want to wield it, you'd better have Seijun's permission, or pray Tsuki-Neji likes you. The weapon will scar long-time users (like, his arm. )

With the growth of final chain, the mental strain is immense. Even Seijun has difficulty controlling it. He must be careful in the employment of his larger scale techniques, such as his chain forest and the Kuroi Tsuki Ryuu.

Tsuki-Neji has two states; a stasis and an active state. It becomes active when Seijun enters a battle, and moderately chips away mentally. This drain is compounded with the physical cost of his jutsu, as well as mental strain caused by T-N overreaching Seijun's limits, such as blocking an exceptionally fast attack. When Seijun's mind is at the edge, he must do one of two things: Put Tsuki-Neji back into stasis to conserve his stamina, or he can continue to use it at the cost of his physical performance, as his body will begin to take on the effects itself. Meaning, his actions will be slower, and his motor processes dulled as well. While not a major issue if Seijun does this very briefly, any attempts at major forcing could result in Seijun becoming completely immobile.

Attachments: The six spear-heads are coated with a unique venom created by Seijun himself. The poison is not lethal, but instead blocks a user's chakra flow, halting even minor actions such as water walking, should a leg be struck.

Tsuki-Neji has recently been outfitted with a special ointment, spread over all of its lengths, designed to filter out the air around it. The result is, when Tsuki-Neji is in its normal state, meaning not using a wide-scale jutsu like Tensa, it is silenced, though not completely; someone like Zaku, Kin, or Dosu could pick it up.

Special notes: Yes, Tsuki-Neji WILL allow others to wield besides Seijun, but only a select few. So far, only Kabuto Yakushi, Yoruichi Shihouin, Maya Natsume, and Kimimaro Kaguya are allowed.

Tsuki-Neji is incredibly resilient to damage of all kinds. If it should be broken, then the mental damage will be comparable to Itachi's Tsukuyomi, to Seijun. T-N will repair itself over a day or two's time.

Wangetsu-tsuki Masamune

Wangetsu-tsuki is of a curious metal, able to cut most conventional items, though well-made swords and other weapons/armors won't be sliced through easily. Conversely, the blade is very sturdy, and will not break. It will not wear down through use, and seems to keep itself in usable shape. The blade is as black as the night sky. The sword is the personal blade of Tsukuyomi, and was forged by the legendary smith Masamune. Like many of the great sword-maker's sword, Wangetsu-tsuki is made with the art of 'nie.' (martensitic crystals embedded in pearlite matrix, thought to resemble stars in the night sky) This takes on the form of a grey shadow on the front of the blade. Masamune also used the "kinsuji" technique, causing lines like lightning to streak across the blade. Thus, the sword is visually similar to Uchiha Sasuke's Kusangai sword, except the blade resembles a stormy, starry night sky.

The full name of the weapon is Wangetsu-tsuki Masamune, and it is also known as the Tsukuyomi no Tsurugi and the Tsukiyomi Ken, which mean "Sword of the Moon Reader" and "Moon Reader Sword," respectively.

It allows Seijun to use his Tsukiken jutsu at all times of the day, rather than at night. However, he can only use it with Wangetsu-tsuki.

Finally, as the moon controls the tides, it allows Seijun some unique Suiton.

  • Tsukiryuu (Moon Style)

When using his blade, Seijun gains the moon's reflective powers. He becomes able to reflect many attacks directly back at the attacker. However, this ability cannot reverse Genjutsu or physical attacks, only things like Ninjutsu or other such projectiles.

Tsukiryuu reverses all but the highest level of direct-attack Ninjutsu. It cannot reverse the S-Rank likes of Amaterasu, Kirin, etc. It also cannot reflect the direct-charge attacks, such as Chidori or Rasengan, regardless of rank.

It can redirect up to normal A-Rank attacks, meaning things like Kakuzu's masks' blasts and Water Dragon, as well as other techniques

Kanoshin and Tsurugiwonuku

  • Kanoshin is a nodachi with a wooden handle and sheath. The name, "Spirit of Flame," alludes to the fact that this sword serves as a medium for Seijun's Katon. When Seijun manifests this sword, it takes on the fire affinity that Seijun possesses.

So, the sword lets Seijun use all of his normal Katon, minus hand seals, with a slight chakra increase.

Secondly, the blade can emit a thin stream of flame from the tip and base, which Seijun directs with both fingers. The stream can bind and cause minor burns, or it can slash/cut. The stream is about five meters long when fully "lashed out."

Alternately, when Seijun stabs someone, he can cause the blade to heat up to cause greater pain. He can also heat up normally, causing a heat wave to surround the sword as a visual warning, to increase its cutting ablities. (NOT to the degree that Chidori Nagashi does; it adds more of a searing quality than actually enchancing the sharpness.)

  • Tsurugiwonuku can ONLY be summoned in its sheath. While sheathed, Seijun doesn't use it at all; he keeps it somewhere on him, usually his hip or back, and as the fight drags on, the weapon stockpiles the excess chakra Seijun uses in his Kekkei Genkai.

When the weapon has gathered enough energy, it lets out an audible sound as if being drawn. When that happens, Seijun can draw the sword, which glows with a very bright light, making it hard to see the sword itself. Seijun will usually strike with the weapon in an Iaido/Battojutsu style by moving above an enemy, drawing the weapon, and flipping downwards to slash.

After the weapon's "release," it loses the excess power and becomes a normal weapon, though once drawn it absorbs energy at a faster rate than when sheathed.

  • Seijun is one of the few ninja capable of using the non-bloodline related eye techniques, or "Doujutsu."
  • Despite serving Orochimaru, Seijun does not consider himself evil. To him, he is merely playing a role that must be played, and sees most of the world in black and white. To him, being a shinobi means to do what one is ordered to, not what they see as being right or wrong. However, those who kill for fun or torture the pure are regarded as true evil by Seijun.
  • Seijun's first name, Tora Kage, literally meant "Tiger Shadow." His true name means "Innocence Broken."
  • Seijun is heavily tied to the moon, as evidenced by his Lunar Cursed Seal and his status as the Avatar of Tsukuyomi, God of the Moon.
