Seitei (制定, Seitei), formerly known as Seitei Kobukan (制定鼓舞勘, Kobukan Seitei), is a Samurai of the Land of Iron originating from Kirigakure. The daughter and only child of Kaiso Kobukan and Heiwa Uchiha's honorary brother, she had always lived her life amongst the people she loved, with dreams of being a samurai in her head. When she was ten years old, she was injured after taking a blow that was meant for Heiwa in one of Kiri's many civil wars. Seitei was at a grim near-death state trapped in a pit by the rebels, but was saved by a mysterious man, and was healed on the outskirts of the village. After her recovery, the man revealed himself to be a Samurai from the Land of Iron, and asked for Seitei to travel back to the Land or Iron with her as his adoptive daughter. Realizing that her dreams had come true, Seitei agreed and removed her last name, and she was enlisted and trained by the man as a Samurai. Seitei's skills as a samurai were only matched by her beauty, and these two things earned her fame and praise in the Iron Country as Futsunushi (経津主神, Futsunushi), forever immortalizing her as a true goddess of the sword.

Background[]

An Angel Is Born[]

Beneath the blue moon on one special day, Kaiso Kobukan and his wife, Maraki Kobukan, had brought a beautiful child into the world, finally making their union in the world eternal. They decided to name the child "Seitei" (制定, Seitei), which roughly translates to "Enactment", as a sign of the couple's wish to follow the path of justice. From birth, Kaiso had a big feeling that his daughter would grow up as a unique person, different from others around him. During this time, the village was constantly plagued by civil wars due to the members of the nigh-extinct Uchiha Clan residing amongst the villagers, despite the world being nearly under the predominance of an ambitious Uchiha more than a decade ago. With the spawn of such quarrels, Kaiso became increasingly strict with his child as she grew, even resorting to teach her himself on most topics instead of letting her learn at the academy. At a very young age, she was constantly lectured by her mother and father about morals, in hopes that she would grow up to be a kind and caring person. As expected, Seitei kept all her parent's teachings at heart as she grew older, making such values a part of her. She was seen by Kaiso as the perfect daughter, and he was quite overprotective of her early in her life, to the point where he was quite reluctant to enter her into the academy when Maraki brought up the idea.

Seitei was entered into the academy at the age of seven, alongside Heiwa and Raiku Uchiha. She was the second person to ever be friendly with the two brothers, the only other person being Toramaru Uzumaki. Seitei's time at the academy was glorious, and she was noted to be a gifted child, despite being overshadowed by, not one, but two prodigies. Seitei graduated a year later, alongside the two Uchiha brothers as well as Toramaru. However, her joy was cut short by the death of Maraki, her mother. Her world fell apart at such a young age, and, try as she might, she struggled to cope with the pain of losing her mother. She found a shoulder to cry on in the form of a katana. Training as a swordsman was her way of grieving for her lost mother, and whenever she felt the deep pain surface, she would train with her katana. As time went on, Seitei felt a deep passion for swords and the art that lied deep within them. As a means to cheer her up, Heiwa bought Seitei an encyclopedia about Samurai and their ways, thus sparking a dream within her heart. A burning desire to become a samurai herself, although as he lived among shinobi, it would be almost impossible to achieve, but she never stopped dreaming.

As Seitei was inspired by the ways of the samurai as well as the traits that she had in common with the warriors, she began to change by herself in an attempt to somehow grasp their cultute. This began her love for traditional clothes, such as the kimono, kosode yukata as well as the armour worn by the samurai of the Iron Country's. Seitei's love for such clothing even spread to her closest friend, Heiwa, who had in turn developed an infatuation for her. She began to distance herself from the ways of the shinobi, and it earned her spite from the other villagers, in addition to befriending a person hailing from a clan they despised to the core. In turn, she would be payed less than others after completing her missions, and berated for her own personal opinions by the villagers which she fought to protect. This bias was ignored by Seitei, as she only held her dreams in heart and not the words and opinions of others. This was only the beginning, however, of a fateful occurence that would change Seitei forever.

The fateful day arrived when a few members of the nigh-extinct Kaguya clan had planned yet another Coup d'état against the rule of the Sixth Mizukage. They did not approve of his simple acceptance of the Uchiha, a clan they despised for their previous actions, ignoring their own clan's past errors. The Kaguya's savage ways did not cease, even after the great war and making amends with the village. They did not make any tactics, and fought the village straightforward. Less than ten were in the coup. However, the other shinobi's own hatred for the Uchiha clouded their personal judgement, and they joined in the fray. The few rebelling Kaguya had turned into more than half of the village's military, the ANBU and Hunter-nin making the most of the opposing faction. The young children were kept inside their homes to avoid being caught in the crossfire. Many other shinobi were reluctant to defend the two brothers and their mother, stating them to "deserve it". Kaiso on the other hand, fought hard to defend his godsons and student, leaving Seitei to protect her from all the ensuing chaos and bloodshed. In the battle, the Kaguya were the dominant, with their numbers.


When the uprising began, a battle of massive proportions erupted in Kirigakure, with the Jōnin of the village battling against the ANBU and chaos everywhere. Five of the Kaguya members battled against the Sixth Mizukage, Chōjūrō, whilst the three remaining clansmen sought the Uchiha brothers. The young boys were saved by Seitei, who opened a secret doorway in time to hide them, leading to the outskirts of the village. This was still to no avail, however, as they were still found by the three Kaguya clansmen. Wasting no time, one of them sprouted a long blade made of his own bone, before charging towards Heiwa. The man swung his blade, and blood spurted the ground. It was not Heiwa's blood, but that of Seitei, who pushed the young Uchiha aside just in time. A fatally wounded Seitei simply let out a deep smile to Heiwa, telling her to take care of the village before she fell on the ground. The man then kicked Seitei into the river whilst smiling, causing Heiwa's anger to get the best of him. Heiwa's eyes developed into the fully matured Sharingan, before inflicting an incredibly powerful illusion, to the point where the three Kaguya were sent in a comatose state, shutting even their natural abilities down. In a fit of rage, Heiwa took the same blade used by the man to cut the three Kaguya members ruthlessly. Heiwa could not stop cutting the already dead enemies, chopping them into smaller bits out of pure, unparallelled anger. Kaiso arrived to stop his raging assault by just a hug. Tears could not stop falling in his eyes, no matter what Kaiso said to comfort him. When they searched, the body was long gone, carried by the currents whilst her divine spirit trailed its way to the heavens. Or atleast, that is what everyone thought. The civil war was shortly ended, with Chōjūrō having eliminated all five Kaguya whilst the remaining shinobi were incapacitated by the ANBU as well as the Hunter-nin. Kirigakure took extra precaution to ensure that no other country or village knew of the debacle whilst their shinobi still recovered, barring both exit and entry into the village for the following six months, before the shinobi involved in orchestrating and being accomplices to the Kaguya were punished with a fine as well as community service for months, among other rulings. One, whom was a silent partner of the rebellion, was sentenced to death by guillotine, but Chōjūrō chose to ultimately reject the sentence. It wasn't too soon when the village had moved from the previous civil war and into greener pastures, all forgetting about a little child who sacrificed herself for the brothers that would either make Kirigakure prosper in future.

Becoming A Samurai[]

While Kirigakure began to recover from the bloodshed of war, the young Seitei fought for her life. The search party for her body had not produced any results, and she was speculated to have been long since drowned and washed away. Deep within the mountains of Kiri, in a small cave, she was still near death's door in a comatose state. Two weeks later, Seitei woke up to unfamiliar surroundings. In the middle of the place was a small but warm fire. When she turned to view the place better, slightly rubbing her eyes, she caught the sight of a man beside her. Surprised, she let out a scream, but the man told her she meant no harm. When she eased, Seitei saw the clothing of the man and deduced that he was a samurai. The man replied that indeed he is one, and had been visiting Kiri when the civil war started, barely escaping the violence. Whilst she contemplated on what took place before she fell unconscious, the man told her that he felt that her talents were wasted in the wrong place, and requested that the girl travel with him back to the Land of Iron. Seitei did not know what to do, and thought about leaving her father alone, which prompted her to decline. The man, however, told her that destiny sought her to be a samurai and not a shinobi. He told her that her father still had the boys to help him feel the void that Seitei and her mother left. Seitei, after realizing that it would be the realization of her greatest wish, reluctantly agreed, and she travelled to the Land of Iron as the man's apprentice, removing her last name and going by just "Seitei"...

Personality[]

Seitei is widely considered to be the personification of a warrior in both skills and mannerisms. From a young age, Seitei was taught to uphold morality and values by his father. These teachings would be imprinted within her as she grew older, shaping her into a kind, caring and dignified person. At a young age, Seitei's moral values were reflected within her actions, as she was brutally honest towards other people, and would stand for what she believed was right, regardless of the consequences that followed. Despite what others say to try and changer her mind, her opinion has never even once faltered. Subsequently, her stern attitude towards her beliefs caused others to misconcept it for stubborness. A trait which she utterly denies. She merely stands by what she thinks is morally correct, and thus would not subject herself to be swayed or influenced by others in any way. This is to say that Seitei is not above acknowledging her own mistakes as a person, but only seeks to learn from such errors in order to mature even more as a person. Seitei's stern belief in herself heralded her as a mature and responsible person, especially for her young age. Her wisdom is notably light-years away from her peers, and all the credit goes to Kaiso's teachings.

Seitei, from early on in her youth, was a hard worker, placing the utmost dedication in her duties as a shinobi and, eventually, a samurai. She applies her personal values and beliefs into her duties as a samurai, and she has become a workaholic, to an extent. Seitei's desire to perform her duties also serves as a way to remember her mother and father, who were both passionate about their duty and responsibilities. Their legacy and values left an insignia unto her own personality, and doing so brought her spiritually closer to both of them. However, Seitei also takes breaks from her duties as a samurai to relax and unwind from the pressure. However, this is only through her sensei's request, and she only became accustomed to such relaxation through constantly being pressured to do so, ironically. Stemming from her desire to work hard is the persona of a true perfectionist. Seitei goes to great length to make herself as organized as possible, keeping her opinion that "despite the fact that nobody is perfect, she can atleast come close". It is for this reason that she likes Iaidō's pace, as it allows for a clean kill, and saves her clothing from bloodstains or any scratches. Consequently, she is prone to be irritated when among slobs, as she is quite literally the opposite, and constantly tries to encourage them to change their nature, usually to no avail.

Seitei is prone to distance herself from the ordinary people and the many overwhelming emotions they possess, seeing them as only a hindrance from performing her duties. The emotions of love and sexual desire for other people, the males in particular, is at the back of her mind. This lack of romance and romantic feelings towards others should not be mistaken for compassion, however, as she is a compassionate and caring person towards others, whilst still placing boundaries of their affection. This basically makes her an ice queen, and is one of the reasons that the majority of the male samurai within the Land of Iron wish her to be their bride. None have ever succeeded, as she is always able to kindly brush off their advances towards her and, if need be, be stern and fierce when rejecting their proposals. Seitei is even prone to use force if they do not stop when she asks them to. Despite her tutors wishing for her to be happy with someone which he truly loves, Seitei only feels an intense love for the duty she was bestowed with as a samurai, and constantly claims that such love for another person might surface on it's own in due time. Perhaps her lack of romantical emotions towards her natural opposites is influenced by her feminism. Seitei is a feminist to the core, and she believes that women are just as good as men in terms of political and physical prowess. Her beliefs are showcased on a daily basis, as she is usually less distant among women than men. Subsequently, Seitei possesses an utter disgust towards men claiming superiority among the females. In battle, she is slightly harsher towards men in comparison to female opponents.

Bushidō[]

In order to be a true samurai, one must know the samurai code of moral principles. Bushidō (武士道, Way of the Warrior) is a code that all true samurai adhere to. This code is unuttered and unwritten, and all samurai can only observe in order to learn it. Seitei, raised in the Iron Country the samurai, was exposed to the warriors showcasing this code on a daily basis. It was quite easier for her since the code revolves around morals, something taught to her by her father at a young age. The concept of bushidō, as state, revolves around the moral values a samurai, most commonly stressing some combination of frugality, discipline, loyalty, self-sacrifice obedience, martial arts mastery, and honor unto death. It is an organic growth of decades and centuries of military career. In order to become a samurai this code has to be mastered. Seitei has grown to be noted as one of the masters of the code, witnessed by the grand masters from her behaviour as a samurai, most prominently, her discipline. There was no need to teach her about the code, as it had become natural to her. As such, Seitei follows the code in all that she does on a daily basis. It is a facet of her very being, and a form of guide for her to be the best that she can morally be. One of the many parts of the code, is that a samurai must embrace death. If one goes to war expecting to die, then they will surely return home alive. However, if they go into war expecting to return home, their own expectations will cloud them and they will surely die. A samurai must remove all hindrancis in the mind and focus only on the task at hand, which is the righteous duty bestowed upon them. Seitei, as a firm believer of bushidō, embraces the concept of death for a samurai to be the most logical way. Thus, she enters into war with not even a single thought of coming home alive, giving it her utmost as if it was her last breath. Another facet of bushidō is honor. A samurai's honor is almost as valuable as their own lives. Victory through deceit is dishonourable according to the bushidō code, and the best way for a samurai to defeat their opponent is through pure skill as well as an honourable, straight-forward attack. Trickery is only a concept known to the shinobi, the type of people who abandon all moral to the success of their duty. Seitei also fights in a simple and straightfoward manner, and will never resort to sneaking towards her enemy in any day of her life, viewing such a deed to be one of the most dishonourable things to do for a true samurai.

Bearing pride and respect towards the code of the samurai, Seitei has an intense dislike for people who do not follow the moral principles samurai normally do, as she only believes them to be the right path to follow in life. Subsequently, this led to her garnering dislike for the Shinobi of other nations. This is quite reasonable, however, seeing as though few — if any — shinobi follow moral principles before the success of their mission. Shinobi may use tricks and deception as a means to reign thriumphant over their enemy. They apply Nindō (忍道, Literally meaning: Ninja Way) into their actions, which basically is a personal code that is unique to each shinobi. This makes their actions difficult to alleviate since few or none of their codes are the same. Thus, shinobi will possibly tend to use a code determined by their upbringing and personal experiences, leading to different and possibly incorrect views of moral principle. Consequently, this makes average shinobi the type of warriors who lack mental wisdom, discipline and enlightenment, in contrast to the samurai, with just a few exceptions in the world of shinobi.

Appearance[]

Seitei has, on many occasions, been described as quite beautiful and charming by the males. Her beauty was something she fully admits to have inherited from her late mother. She has a smooth, slightly tanned skin and a slender figure, showing a physique that is neither bulky nor incredibly well toned. From her mother, she also gained her dark-brown eyes and an oval jawline. Seitei has a large amount of hair which is kept with bangs in her forehead. The rest of her shoulder-length dark brown hair flows back, neatly combed and kept in a ponytail by a long lavender fabric. Seitei's facial appearance was made to define her as a dignified and disciplined woman with honor and humility, a trait rare among the female samurai and kunoichi. Seitei's looks only seek to convey her own personality and mannerisms. A nonchalant and emotionless visage always encompassed by her. Seitei's attire is quite different from the other samurai, as she herself likes to dress according to her own taste in clothing and what she deems to better define her as a true samurai.

Her attire consists of a light blue or white kosode. From her waist down, she is adorned by a black hakama and a pair of geta at her feet. These clothes compliment her slender and slim physique, and also allow her to move swiftly and gracefully in combat. All her clothing is as light as a feather, and was tailor-made to not slow her down in the field of battle. During war, Seitei wears the customary armour of the samurai in the Land of Iron, along with their mask. Otherwise, she normally wears her regular attire on a day-to-day basis, and never changes the style of her clothing. Infact, Seitei has more than ten of the same hakama and kosode within her closet, and no other clothing, her battle armour being the only exception, as she prefers her style to define her better as both a woman and samurai.

Abilities[]

Seitei stands as one of the most powerful female warriors to ever walk the earth, and has, on many occassions, referred to as one of the greatest samurai of the Land of Iron, rivalling, if not outright surpassing, the iron country leader, all whilst still growing stronger with each passing day. For this reason, Seitei is recognised as an iconic figure among the samurai of the Iron country. Her power was even recognized by Heiwa Uchiha — the Seventh Mizukage and the strongest Mizukage in history — to be incredible, placing her into the plateu among the strongest of samurai and Kage-level shinobi such as Heiwa himself. Overall, she is quite an exceptionally skilled combatant, garnering praise and fame throughout the Land of Iron, something she earned through sheer blood, sweat and tears, and Seitei only continues to progress and grow stronger, never ceasing to amaze her teacher. A testament to this power was that Seitei was able to reign triumphant over her teacher, a grand master, despite the man never witnessing defeat before in his life, and the fact that he had not battled in a decade. It still is a great feat, however, since she was the only person who was victorious against the country's grand master in a spar, whilst her fellow samurai had failed utterly. The man even commented that Seitei had surpassed him in both skill and physical prowess, and will soon surpass him in wisdom.

Chakra Prowess & Control[]

Formerly a shinobi, albeit for quite a short period of time, Seitei was quite knowledgable in the control of chakra. Seitei herself possesses a fairly high amount of chakra reserves, though nowhere near the descendants of the Sage. Such reserves are attributed to her years of training and meditation whilst practising the ways of the samurai, growing her physical and spiritual energy respectively. Additionally, Seitei's chakra is quite potent, and thus it allows her chakra-based techniques with little chakra input but a higher scale of power. Seitei is even able to use almost little-to-no chakra to perform most of her techniques, although the end-result is the same as when other samurai and shinobi perform them with the regular chakra requirements of said technique, thus giving her an edge in the field of battle.

Seitei has honed her control of her chakra with time, despite having attained a number of difficulties. First and foremost, Seitei was not able to express her chakra into the physical plane, as she had yet to reach that level of skill as a shinobi. Divulged into the ways of a samurai, Seitei was no longer given the chance to improver her control of chakra, and had to rely on her own self-training. Seitei, however, did not place focus on her chakra exertion, but on her chakra flow, intent to synchronize it with her blades. As such, Seitei was quickly able to learn the Samurai Sabre Technique as a means to extend the blade whilst also increasing it's cutting power to new heights. Using her skill with chakra flow and her affinity for fire, Seitei was able to convert the pure chakra in the Samurai Sabre Technique into intense flames that acted as an extension of the sword. Due to her potent chakra, the flames are extremely hot, often compared to the likes of the Uchiha Clan's unquenchable flames of hell. With her reserves, Seitei is able to use this skill for a long period of time, allowing her to be a force to be reckoned with during warfare.

Perhaps Seitei's greatest skill in the art of chakra control is her ability to convert her chakra into raw stamina. By doing so, Seitei can last days and perhaps weeks with little signs of fatigue, making her the best weapon in war. She is able to convert this chakra to heal and sooth the tired muscles, and it seems as if the muscles had just begun to function. This makes her literally incapable of tiring so long as she has chakra. Seitei also makes use of this skill through constantly applying it in her legs. By doing so, her muscles are able to go beyond human boundaries without taking strain. This makes her move at somewhat god-like speeds and, when used in both her legs and hands simultaneously, she is able to draw her blade and defeat her enemies in the blink of an eye, be it one or an entire squadron.

Taijutsu & Physical Attributes[]

Spanning from her youth, Seitei had an immense aptitude in the arts of close-combat and martial arts. Although her tenure as a shinobi was shortlived, Seitei had already grasped the concepts of hand-to-hand combat, ranging from the basic blocks, counters as well as other various manouvres. As such, Seitei was given a base of sorts to improve on. With skills that rival prodigies, Seitei was able to adapt in the field of battle. Through countless trials and tribulations, Seitei was able to learn and adapt to a wide variety of fighting styles in battle. As such, she possesses knowledge in a wide criteria of fighting methods. However, Seitei did not have the aptitude to learn and master all the various forms of combat, and not even a single one managed to grasp her attention. As such, Seitei did not learn any style of combat. However, with the knowledge she attained, she was able to convert that knowledge together, amalgamating it into a single style of battle. The style itself rarely follows the rules which are followed by the other forms it is composed of. However, Seitei can apply the various styles to meet any opposing attack and conquer any defence. From incorporating a variety of styles such as Judo or the Omote-Kote-Gyaku amongst others, Seitei is able to alternate to various parts of each certain form in order to defeat opponents quickly and efficiently. As such, it is one of the most unpredictable forms of taijutsu, as it does not follow any traditional laws, and is done on the spot with nought a single thought.

Coupled with her skills in the arts of hand-to-hand combat, Seitei is in peak physical fitness, allowing her to perform said techniques in tandem with her own physical prowess to achieve a higher level of results. This physical stature did not stem from extensive training, contrary to popular belief. Seitei's physique developed on it's own, through training as a samurai as well as a shinobi. Like a flower, her impressive physique bloomed as she trained on a regular basis. Perhaps Seitei's greatest physical skill is his speed. The speed of her wrist is just as swift as that of her legs, and using both in tandem is enough to make her a force to be reckoned with. Through years and years of experience, Seitei has honed the speed of her wrists and her legs to superhuman levels, to the point whereby it is beyond the blink of an eye. Whilst using her specialty, Iaidō, Seitei has on several occassion unsheathed her sword, slashed her target and then resheathed her blade within the period of six milliseconds, more than fifteen times the speed of a normal blink. This, quite literally, makes her movements faster than the blink of an eye. The same applies for her feet, as they can move instantly from point A to point B. These actions, however, are limited in range, as it is still simply the use of her feet, unlike the use of the conventional Body Flicker Technique as used by normal shinobi. This also puts a strain on her muscles, and overuse usually resulted in cramps. Seitei's muscles have slowly managed to adjust to the pace at which they are constantly put, and as such, high-speed movement has become a normal and petty task for her. Using her wrist speed in tandem with her swift legs, she is able to outpace her opponents in battle, easily gaining space for a chance to strategize or surprise her victims through removing the space between them in an instant.

Seitei is an exceptionally skilled swordsman, possessing a natural affinity towards the art ever since her mother passed away. After she was taken in as a permanent resident of the Land of Iron, Seitei was exposed further into Kenjutsu and it's ways. Trained by a grand master both physically and mentally, Seitei learnt a vast array of styles, as well as the wisdom that comes with those styles, such as the famous style of the country, Iaidō, among others. Overall, her kenjutsu skills and potential has — on many occasions — been described as extra-ordinary for her age, almost on par with some of the grand masters. She has learnt each style to the slightest detail, knowing every stance and every single manouvre, making her the perfect user of said style. Wielding the potential, skills and the young age to be the greatest samurai to have ever lived, Seitei is always in constant training to better herself as a kenjutsu expert. Additionally, Seitei has the discipline, courage and honor of a true samurai that far surpasses most samurai of the Iron nation. Her unmatched skills — as not just a swordsman but a true samurai — have immortalized her as a living legend among the entire Iron country, her reputation and skill still continuing to progress.

Her prowess and stature are also defined by her agility and reflexes. Bearing an appropriate physique, Seitei's speed and agile body also give her an edge in comparison to others, as she is nimble enough to perfectly execute every stance of her styles. Perhaps what gives Seitei a greater edge as a samurai is her mental strength. Seitei is a mentally stable person, possessing a strong, immovable balance of her mind, body and spirit. Flawless in execution of her styles, Seitei is in such a level because her mind is open to learning and garnering the wisdom bestowed to her, and as such, she is able to understand the objectives of lectures and the lessons hidden beneath them. This allows her to know the purpose of every single form, using that form in lieu with her understanding. As such, Seitei is able to use a certain style or form through harnessing her mind of it's purpose, letting her mind lead her in executing it. This basically means, through just understanding the purpose of a particular style, Seitei imprints it into her mind, making it a part of her and using it the instant that she thinks of it and it's purpose, thus allowing Seitei to instantly and instinctively use that certain style, with her bodily movements, stances and flow being controlled by her mind and instant thoughts. This gives also her a better insight on any style and how it functions, allowing her to devise an effective way of countering it on the spot. This mental faculty also allows her to know which style is used by an opponent through reading their body language, quickly analyzing and linking it to a particular style, before she initiates a counter on the spot. This skill even allowed her to defeat her teacher, a grand master and samurai, with minimal effort, further elucidating Seitei's kenjutsu prowess.

One of the basic skills of a master swordsman is their Interval. Interval (間合い, Maai), translating simply to "interval", is a term referring to the space between two opponents in combat in which they are able to execute their attacks. It is a complex concept, incorporating not just the distance between opponents, but also the time it will take to cross the distance, angle and rhythm of attack. It is specifically the exact position from which one opponent can strike the other, after factoring in the above elements. In terms of timing, Maai also pertains the momentary lapses in the opponents awareness. As such, despite the physical interval of two opponents being mutually advantageous, their mental interval will most certainly be the decisive factor of the battle. As a skilled practitioner of multiple styles, mainly Iaidō, Seitei is quite knowledgable in terms of the interval. As most fighters have the basic interval of five metres, Seitei is so skilled and quick that even her short-range interval (Chikama) is ten metres.

Iaidō[]

Iaidō (居合道, Way of the Iai) is one of the most popular styles of kenjutsu in the Land of Iron, and perhaps Seitei's greatest personal achievement. This style was the first form of kenjutsu she learnt from her godfather, and her skills flourished within this particular form than any others. Even the thought of being comparable to the likes of Mifune is something Seitei deeply covets as a samurai. As such, she spent a lot of time training to perfect it the most in comparison to other kata within her arsenal. Iaidō is a reflection of the morals of the samurai to build a spiritually harmonious person possessed of high intellect, sensitivity, and resolute will. It is a blend of ethics and moral principle, taking some aspects of Bushidō. As such, it was for non-competitive purposes, and only became stained in the advent of chakra and it's intricate uses. As a true and dedicated student of the art, Seitei practices Iaidō as it was intended to: in solitary. At first, Seitei did not use Iaidō as a form of combat, as she adhered to the ancient rules of the style and believed it to be a non-violent way of spiritual enlightenment. However, after the persuasion of her sensei, Seitei came to realize that the technique itself could be used for good purposes in battle, just as Mifune had done. Initially, Seitei had difficulties making a transition from a non-competitive art to a form of offensive combat, and she had to train even harder to alter the rhythm and angle of her attack in order to make the optimum strike to her opponents.

In order to excel and stand out as a swordsman, Seitei created the Interval: Sequential Strikes exclusively for both Iaidō and her personal style, the Tenmyō Garyu. This technique focuses on relative interval, a term Seitei denotes as the distance of one opponent to the other. As targets are never in the exact same place, the rhythm and timing of the slash used in one opponent will differ from the next, as their distance will not be the same. Since attacking a single opponents allows Seitei to get closer to the next, she has to alter her flow and timing constantly in order to prevent herself and the opponent from striking at the same time or the opponent from striking first. As such, the Interval: Sequential Strikes is a stepping stone of sorts, from one opponent to the other, with attack rhythms depending on the distance of her and the next opponent after she has eliminated the current enemy. This is not applied, however, if the enemies are to close to each other, as she can easily eliminate them all with a single slash.

Iaidō deals more with the blade and how it is drawn from the sheath instead of stances, and most practitioners are able to initiate the style in almost any position, and Seitei is no different. As unsheathing, slashing and then resheathing the blade are the main objectives of the style, one must be mentally ready when the attack is initiated. Additionally, one must be able to have the right flow when unsheathing the katana, swinging and then resheathing it back into the scabbard, otherwise the attack is considered as unsuccessful. As such, most of Seitei's training had to revolve around the three steps and how to steadily decrease the time it took to initiate them. As a way to help increase her speed as well as her fluidity, her sensei told Seitei to stand in the rain and try the three steps without getting a single drop on the blade. Multiple times, Seitei failed utterly, and she argued that the task was not even possible to achieve. However, after her sensei told her that the key was perserverance as well as learning from your mistake, just like in real life, Seitei attempted the task multiple times, travelling to Amegakure where it constantly rained. The training took almost an entire three months before she successfully completed it, but she still continued. After four months in training, Seitei had fully learnt to unsheathe the blade, swing it, and resheathe it with such fluid and swift movements that not a single drop of rain was able to touch it. After completing said training, her tutor comented that she knew everything he did about Iaidō, and any improvement she would need to do on her own. Seitei did just as she was told, and she honed her prowess in Iaidō to perfection, standing out amongst the other samurai with the skill as well as the wisdom and spiritual strength that she had garnered whilst learning the form.

In the beginning of her adulthood, Seitei's speed, fluidity and skill in Iaidō and various Iaijutsu was unparalleled. The sheer speed at which she was able to draw her blade, slash any target and place the blade back in its scabbard was absolutely incredible, god-like in the very least. Seitei could simply walk towards her opponent, grip her blade and walk by them while they awaited when she would try a strike. A few moments later, the victims would just feel an intense pain in their abdomen and realize that Seitei had already cut them. Even the great Sharingan and other fabled dōjutsu are not able to keep up with the horrifying speed of Seitei's attacks, and most can only see the afterimages of her attack, with no time to react what-so-ever. In addition with her speed, Seitei uses the Komadori for Iaidō. A blade as light as a feather, it flows perfectly with Seitei's attack and it allows her to launch slashes in an instant without any hindrances. Overall, her skills as a practitioner of Iaidō have surpassed all of the previous and current practitioners by leaps and bounds, knowing no equal from all of the samurai. This skill has left an insignia in the Iron Nation, with many masters of the various styles heralding Seitei as the greatest swordsman to ever live. A title once held only by an ancient mysterious man nicknamed the "North Star".

Tenmyō Garyū (天妙我流, Self-Taught Divine Style of Enlightenment) is a style created by Seitei upon being enlightened. This occured after she reunited with her father, Kaiso Kobukan. For her, this encounter caused Seitei to re-evaluate herself and how she is suppressed by her love for her duty, and thus the style is a way for her to break out of the shackles of her profession, a way for her to fight freely. The Tenmyō Garyū is used in tandem with the Komadori, a blade that exhibits and epitomizes freedom due to its extremely light weight, especially for a katana. Thus, Komadori is the most optimal blade to use of the style. The style basically involves handling the blade with a single hand and raising it upwards, with no stressed emphasis on how the wrist or blade should be raised, as it is performed randomly. The next step for the technique is to analyze how many opponents are in the vicinity, before executing an offensive or defensive manouvre. The next and final step is for Seitei to simply be free. Let her thoughts be erased from her mind. Like a bird, Seitei moves unpredictably and swiftly, courtesy of her agile and nimble body. She becomes in synch with an empty void within her psyche, letting her own body do the work with but the smallest of focus. From either swift dodges, swings or blocks, Seitei does so in an unpredictable and somewhat careless way, allowing her body to do so through her lust for victory and her prowess, knowledge and wisdom as a samurai. Seitei can even fight with her eyes closed, as she is trained to trust in her other senses as well as her instincts. As such, Seitei, despite being in some form of mental zone, is always in constant awareness of everything around her, and thus she does not have lapses in awareness, even in fast-paced combat situations. This style, despite it's freestyle nature, has little to no weakspots, as she is able to erase that weakness in the instant that her opponent(s) attempt to capitalize on it, thus making it one of the most versatile styles within her arsenal.

One of the aspects of the style is it's ability to adapt to other forms. Since the style does not revolve around any laws, it is only limited by one's ingenouity. Seitei is able to use the style in tandem with all the other kata in her arsenal. One which is most prominent is Iaidō, a style which consists of the speed of drawing a blade from it's scabbard, slashing the opponent, and resheathing the blade. Seitei incorporates this into the Tenmyō Garyū. She can easily make a quick transition from Iaidō to Tenmyō Garyū, or even simply combine the various traits of the two styles. Seitei can unleash her prowess of Iaidō using a single hand, then proceed to continuously slash any opponent around her freely, without resheathing the blade. Her movements and their fluidity often resemble both styles, which makes it even harder for others to grasp whether the style is Iaidō or some new form. As such, Seitei has an edge in battle, combining her skills with the unpredictability granted by her amalgamated style of combat. In addition, her speed when incorporating Iaidō into the Tenmyō Garyū increases, allowing her to launch attacks so rapid, she can can swiftly eliminated targets without even giving them any opportunity to configure her attack pattern.

Tenshin Shōden Katori Shintō-ryū[]

Tenshin Shōden Katori Shintō-ryū (天真正伝香取神道流, Heavenly True, Correctly Transmitted Style of the Way of the God of Katori) Is one of the oldest forms of martial arts in the shinobi world, dating back to the earlier times before the arrival of chakra. Legend says at the age of 60, a noble man named Chōi-sai spent 1000 days in Katori Shrine practising martial techniques day and night, until the kami of the shrine, Futsunushi no Mikoto (経津主之命), appeared to him in a dream and handed down the secrets of martial strategy in a scroll named Mokuroku Heiho no Shinsho. The forms of martial arts within the scroll ranged from the art of the sword, to spears as well as other forms of weaponry. The only weapon Seitei trained in was the sword, as she viewed learning to use other weapons to be mundane. Unlike the other forms of kenjutsu, the Tenshin Shōden Katori Shintō-ryū was designed to battle against samurai and their armour. Knowing that the samurai armour was heavy and that the samurai would fight on uneven terrain, the style is mostly set to capitalize on it through attacking the weaknesses of the samurai in armour. The main attacking areas included: under the wrists; inside and behind the legs; the hip area; the space between the 'kabuto' (helmet) and 'do' (chest protector) where the neck arteries and veins could be easily severed.

North Star Encompassing[]

North Star Encompassing (北斗網羅, Hokuto Mōra) is perhaps the most powerful style within her vast plethora of sword-based abilities. The Hokuto was in the form of a spirit within the blade, without any human limits besides the emotions of guilt and sorrow that plagued him. In the form of a formless soul, it discovered the ability to percieve and, gradually, manipulate an energy ambient within the entire universe. Hokuto was able to allow his energy to mould into his very being and became one with it as it courses through the entire world. It is because of this very energy that the blade was able to corrupt and kill those who would attempt to wield the blade. When Seitei found the sword, it was able to send subliminal suggestions and signal into her psyche through a simple touch, allowing her to see that the blade itself was a sentient being. Through communicating with the sword and her thirst for knowledge, Seitei was able to let the blade send the pure, potent energy into her. However, Seitei's chakra reserves did not give her a chance to control it, and it slowly began to devour her. The Hokuto absorbed the energy, allowing her to live and survive the poisonous power. Caught at a stalemate, she decided to improvise and let the energy course through her whilst the blade controlled the potency and power of the natural energy. As such, she can only perform the technique whilst utilizing the Hokuto no Ken or connecting to the Hokuto's spirit through other means of bodily contact, though the latter is significantly more difficult to control.

Through the Hokuto Mōra, Seitei is granted with enhanced physical prowess akin to the fabled Sage Mode. Her durability, senses, and raw strength are at their pinnacle, whilst her already breath-taking speed is taken to another level. In a spar against the Mizukage, when Seitei tapped into the Hokuto Mōra, she was able to overwhelm him to the point where he needed to use his Mangekyō Sharingan powers to evade or defend. The speed of her attacks even forced him to activate the renowned Uchiha space-time technique and a single slash from her blade was able to severely cut his armoured avatar, nearly piercing through it's leg, a testament to the raw brute strength in which her powers stretch. Her reflexes and reaction skills are, in the very least, at her pinnacle, allowing her to detect the activation of a portal and escape instantaneously with little effort. Some have argued that they had surpassed even the mythical Yellow Flash, and Heiwa admitted that her reaction time is nearly of the same calibre as him, despite the Mizukage's ability to see into the near future through his eyes. Perhaps the most cherished feat of the Hokuto Mōra is it's ability to encompass all the styles and technique that were known by the Hokuto, whether forgotten or still taught in the modern age. However, despite the it's amazing power, it still took it's toll on her body, often leaving her numb if overused. As such, the technique is her final thrump card in battle should an opponent be of higher calibre for her normal swordmanship skills. The Hokuto Mōra, when combined with her kenjutsu skills, is also separated into three distinct stages of power according to the Seitei's physical and mental interval.

Inner Realm of the North Star (北斗の内界, Hokuto no Naikai): Is the innermost part of the style. It is approximately ranged from 0 to 5 metres, and lies within her physical and mental interval. This area is often considered by those who've seen it as the worst place to be against her, a testament to the lethality invoked by Seitei. In the five-metre radius around her, she is able to move and attack at overwhelming speeds, so much so that even the Sharingan could not keep up, no matter how hard the wielder tried. The speed at which she moves and the increased level of strength make her an almost unstoppable and inevadable attacker, taking down tough targets within a few moments, even in large numbers. Even just taking a single step into this area renders victims killed or brutally injured, as she is able to deduce the length of the space around her as well as the speed at which she can cover that certain space. This virtually makes her the perfect short-ranged combatant, as none have survived or left unharmed when they enter this distance with her using the Hokuto Mōra. As she has valuable knowledge of over a hundred styles, she is able to easily deduce any sword attack, it's rhythm and the target area at which her opponent is aiming, and can easily create a counter for every swing within moments.

Hokuto no Ken (北斗の剣, Blade of the North Star): The Hokuto no Ken is a special semi-sentient katana dating back to ancient times, before the introduction of the world to chakra and the rise of the Shinobi era. It bears the will and spirit of a heartbroken ancient warrior renowned as the "North Star" (호쿠토, Hokuto), whom was the original owner of the blade. The man committed suiced with the blade after accidentally killing his wife, Amaru. His spirit, however, was still burderned with guilt and would not pass to the pure world to unite with Amaru. Thus, it had manifested into the bloodstained blade, vanishing from the face of the earth and into the unknown. The spirit, however, began to lose all sense of humanity, becoming a monster. It would return after one century to consume anyone who would lay their hands on the blade, taking over their minds and spreading chaos throughout the lands. However, the blade would soon meet Seitei, a descendant of the Kobukan Family, like Amaru it's deceased wife. Seitei also bore similar features to Amaru, and it could not control her minds as the guilt of doing so was a burden too heavy to carry. Thus, the spirit of the North Star would accept Seitei as it's wielder, guiding her in the field of battle through it's wisdom and unrivalled expertise. A special blade, it possesses many features similar to a normal Katana, but is far more than meets the eye. It is able to regenerate and heal each and every crack or scratch, which makes it literally immortal. The blade is also able to send portions of the Hokuto's mental power and wisdom into Seitei, providing her with useful information of any style and it's concept and weakness. The blade itself was an encyclopedia, usually projecting a series of mental images of almost anything Seitei needs help with in battle whenever she touches it. As such, Seitei is next to impossible to defeat in kenjutsu whilst using the blade, and has only scratched the surface of the blade's potential power. As the North Star mastered all forms of kenjutsu in his era, all of his mythical knowledge and power is inherited unto Seitei with every passing second that she uses the blade. However, the blade itself is very exhausting, and gradually depletes her stamina.

The Hokuto no Ken

This blade takes the appearance of a long wakizashi nearly matching — though not longer than or equal to — an average katana. The the blade has a long, scarlet, wooden rectangular hilt, surrounded by a golden piece near the tip. It also has a cicular opening besides the golden piece, where another piece of gold passes through. This piece also holds a strand of pinkish-white fibre, which was the lucky charm of the Hokuto. The blade itself is quite heavy, encompassing the spirit of another being within it. The blade itself weighs more than ten kilograms, and thus any user has to train incredibly hard if they wish to wield it perfectly in the field of battle. After more than a year wielding and practicing with the blade, it has become as light as a feather in her arms, despite the tremendous weight. This also helped her increase her physical prowess, most prominently her raw, brute strength.

40 Years After the Fourth Shinobi War

Love And War: Seitei received her first ever mission in more than a year whilst traversing through the Iron Country. She was ordered to fight and arrest the leader of the Ninshū Institution and God of Nature; Senkai whom was supposedly guilty of ruthlessly murdering the previous leader of Shimotsuki. Seitei gladly accepted the mission without a second thought, and she ventured to the Land of Fire to find the young man. Travelling by foot, Seitei reached the Land of Fire in five days. She stopped by a small stand on one of the famous branches of the Ramen Ichiraku, asking for directions to the School which the young man taught. To her surprise, she encountered the young lad on the same restaurant, wolfing up a bowl of noodles. The young Senkai was astounded by her beauty, which led him to stand silent as she asked. She soon recognized him to be the person she was looking for, but she did not raise her sword out to attack him. After seconds of silence, the young man garnered the courage to open his mouth and respond to the woman. Soon, the two acquaintances were deeply conversing with each other in the restaurant until dusk. Senkai even walked the young woman back to her hotel room. Before parting, the two shared a passionate kiss, igniting a bright spark in their hearts. However, problems rose for Seitei on that fateful night, as she realized that she had fallen for a shinobi, and most of all, she had fallen for her target...

  • "Seitei" (制定) is roughly translated to "Enactment", bearing a slight resemblance to her personality and views towards law and justice.
  • Seitei is, by far, the author — ParaDoxPrimeCadet's — favourate character he has made within the fanon, as she portrays his growth from creating extremely powerful, low quality characters to a realistic character with improvement in comparison to the author's debut into the site. Additionally, the author favours Seitei due to the relatively low level of cliché and Mary Sue traits that she encompasses, in addition to the fact that she is able to easily transition from protagonist to antagonist — as the author sees fit — due to her personality granting a wider array of opportunities.
    • Comically, whilst all the other characters created by the author have been thought of for a long period of time, Seitei was a spur of the moment, inspired by delving deeper into research about styles of kenjutsu and the ways of the samurai. The user, unlike with other characters he has created, has procrastinated multiple times after forming the infobox, due to having little idea of her concept. Thus, Seitei's concept only began to grow and form on it's own as time went on, until Paradox had once again delved deeper in the research of the samurai.
  • Seitei wishes to fight Mifune, Arien and other samurai and/or swordsmen of their calibre. She does not wish to fight other shinobi, but is able to if need be.
    • Ironically, despite her not wishing to battle a shinobi, Arien is both a shinobi and a samurai, and she herself was indoctrinated into the life of a shinobi earlier in her youth.
