Tidal Release is an advanced form of Water Release available to certain wielders of the Mangekyo Sharringan. It may be safe to assume that some Uchiha may have awakened this power in the past, but there are no records. Kevin Stingray Fuma, however, invoked this when he awoke his implanted Mangekyo Sharringan after Pain destroyed Konohagakure.
Much as how Blaze Release is an advanced form of Fire Release that creates black inextinguishable flames via Amaterasu, Tidal Release creates a river of black water that cannot be halted due to it's incredible acidity, via Mi-Kumari. While the two have never clashed, it is safe to assume that Mi-Kumari would overcome Amaterasu due to Fire's weakness to Water.
Additionally, it is safe to assume that Blaze Release: Kagutsuchi has an antonym in the theoretical Tidal Release: Kuro-Okami, but this technique did not appear in Kevin due to the fact that he only has a single Mangekyo Sharringan.
