Torigan

Torigan (literally "Bird's Eye") is an organization founded by Shujitori Kuramitsu and Sakura Haruno. It is an organization comprised of elite ninja from each of the major villages except Kirigakure, but primarily ninja from Konoha.

Description
Founded shortly after Naru Uzumaki became the seventh Hokage, the goal of Torigan is to unite all of the major nations through diplomacy. Each of the members, in some way, are not only excellent diplomats but also superb warriors. However, certain members, due to their skills, are designated with different roles. Each member has pledged to defend the other nations against enemy attacks. Due to this, they would not defend their own villages from attacks, so they were usually annihilated before their allies arrived.
It is also of note that a council of non-shinobi are elected once every four years, one representative from each allied country. They decide on worldly laws, such as which animals are endangered or what basic human rights are. While they are given the same salary as the shinobi members, they do not have any say in how the organization itself is run.
History
Shortly after Naruto's rise to the seat of Hokage, he noticed the turmoil occurring between villages. It was agreed among the village council that unless something was done, a fourth Great Ninja War would occur. Shujitori Kuramitsu had the idea to begin a peace-keeping organization, and approached Naruto about it. And thus, Torigan was formed. While it was at first a purely Konohagakurian organization, Sunagakure soon elected some of its own ninja to become members. Iwagakure and Kumogakure each offered a single ninja each to join the ranks. Thus, an alliance was formed between four of the five great ninja villages. The members of Torigan each went on A-and-S-ranked missions throughout the world, ending turmoil wherever it sprang up. Eventually, while out on patrol, a scout saw a horrible visage- a giant white snake. Orochimaru had returned. Torigan was given the additional duty to track down and destroy Orochimaru should he pose a threat to world peace.
