The Yokaijutsu is a S-Class Jutsu its more powerful then Ninjutsu, Taijutsu, Genjutsu, Kekkei Genkai and Kinjutsu alone, This jutsu is a secret jutsu use by gods or top members of the The Warning Lands Government.

A user can do a Ninjutsu, Taijutsu and Genjutsu at the same time no problem that is the reason why it's only Gods and the top members of the World Government that use that jutsu.
